Depends if the inspector is sighted or legally blind.

What kind of inspection is going to pass a car with no cat?

Even if they don't look underneath, the stench in the inspection bay will bring all the other inspectors, for a look at what is causing the smell?

Just plugging in a code reader would be an auto-fail!

So no, it probably won't pass......
