Fuel pump pickup

Fuel pump pickup
We have had to switch to a fuel cell with bladder for Chump Car and Lemons racing because of rule changes that make the previous tank illegal. It's a good thing for safety reasons. This has presented a plumbing issue I am uncertain about.
Previously, our aluminum racing fuel tank was mounted up higher and the outlet was at the bottom of the tank and our low pressure fuel pump that supplies our swirl tank was located beneath the tank outlet.
The new RCI fuel cell is mounted beneath the trunk floor with the top flush with the trunk floor. The pickup from the bladder comes out of the top (internally routed to the bottom of the tank). There isn't much room to try and mount the low pressure fuel pump beneath the tank and even if it was it would have to pull it up out of the tank top first anyway.
Our low pressure pump is a solenoid type in-line pump connected to a high volume fuel filter. Our high pressure pump is a gerotor which pulls out of the swirl tank (no issues there as long as the swirl pot is full). The question is will a universal solenoid type pump have enough lift to prime itself and pull the fuel out of the top of the tank if I mount it about 2 inches above the tank top (that makes 13 inches to the tank bottom pickup).
