Oh, don't get me wrong -- I'm not defending the design decisions made by the Tokiko guys, only asserting that I couldn't discern any meaningful difference between the two brands' RX-8 applications. I agree that compression and rebound would ideally be independently adjustable. I can counter your specific question, though -- (a) I haven't seen an RX-8 dyno, but dyno plots of other Koni applications show that adjusting rebound affects compression as well, and (b) why would you want to run the same compression setting for bumpy wet asphalt and dry concrete anyway?

Thats easy, it's because I've yet to reach the point to where I can be trusted with a 2nd ****. Good points.

Sure it does for that tire. But what about overall? For a stock class autox setup, any additional compression over what is needed to keep the suspension off the stop just raises the center of mass in relation to the roll center resulting in increased weight transfer......and reduced overall traction. The more work you can get the inside tires to do within the constraint of using stock springs the better.
