lightweight rotating assembly

well, as i've been told by a guy that does nothing but balance rotating assemblies, and by a rotary shop that balances rotary rotating assemblies, (nearly) anything can be balanced to anything.
This is supported by them saying it basically doesn't matter what gen rx7 rotors, counterweights, shaft, or flywheels you have/want to use, they can balance it all together.
For now it will be stock rotors, e-shaft, and counterweights with a ~9.5-10lb flywheel.
Obviously weight could be taken out of any of these to do the balance but that will be the base components.
The question is, in theory, how light could I make the counterweights and still achieve a proper balance.

Going beyond generalizations to knowing that big time race teams LIGHTEN to balance their assemblies can we focus on that aspect of it for a few minutes?
