The area is also leased by the Mass State police and they not only do their driver training there, they also do their auctions, so the area on a weekday is always in use.
We should know within the next few weeks when there will be access to the site.
As far as when to show up, I would still try and get there on Friday afternoon, so you can go through tech and at least walk the course once or twice, and register.
Sat morning would be quite a rush to get everything done as it's not just your local event.

As for Cone Clinic held by Andy & Ann Hollis, I believe that there won't be one for Devens
since there is no Friday Practice. Therefore, the first time the course is open for walk
is on Saturday morning, at least according to the horse's mouth.
