Are there any public-access race tracks near Oakland, CA?

It's a judgement call. Either here or the West coast forum might apply since your question is related to both. I might post in the regional forum since they're more likely to know the answer.

Regardless, "race track" is too ambiguous to give you a good answer. Road track, drag strip and autocross all qualify as race tracks but are completely different.

Road track: Laguna Seca in Monterey, Thunderhill north of Sacramento, Infinion in Napa.
Drag strip: none I know of.
Autocross: SCCA frequently holds autocross events at Oakland Colliseum.
