The reason for this is there are little to no gains from headers on this car.
https://www.rx8club.com/series-i-aftermarket-performance-modifications-23/obx-rx8-header-73445/ is a very good thread on this subject. But the bottom line on this car is Mazda did a good job on getting the most out of this car without going SC/Turbo.

no headers on this car. goes right outa the exhaust port up in the air. that big long line of steel where the exhaust should be is just for looks.

The OBX header is badly designed. The two outside ports are the wrong size for the higher HP Renesis engine. http://www.putfile.com/pic.php?img=4018757
As you can see the ports are smaller than the stock header. No HP gains there.

Smaller ports/pipes doesn't necessarily mean a bad design. It's not just about volumetric numbers, but also exhaust velocity as well. Check out some of RG's posts on header/exhaust theory.

A smaller port/pipe can, if properly tuned, vastly increase gas velocity which can in turn create a scavenging effect.

Of course I don't know if this is so in the OBX design. Nobody seems to have created a good header yet based on all the info on this board.

maybe that's why a properly designed exhaust manifold works as well or better than any header on Renesis
