Is the cobb still relevant?
Are there still people who provide remote tuning?
Would like to buy so i can
delete cel
increase omp
Lower radiator fan turn on temps
Plus I'd like to piece together a greddy turbo kit whenever i find one on the for sale ads so i know this would be great piece to the puzzle.

I still use it, but I believe you can only use the Access Manager on older windows systems (maybe this has changed now?). As far as remote tuning goes I don't believe it matters what you data log with as long as the data is there as they are just CSV files.

MazdaManiac still does remote tunes last I checked, but you have other, cheaper options if all you want is to bring up the OMP rate and reduce fan temp: MazdaEdit and this new VersaTuner thing. You don't need a remote tuning session for those kinds of changes. All of the above will do real tuning if/when you need it.

Cobb has a big following, maybe the biggest total, but it's waning due to the crap they're pulling with EFI university. So it's still viable and the knowledge base is present on the forum. It might just take some more leg work, or a little more cash up front. Depending on if you can get the installer that's paired with the AP from the seller, or have to go through the process of getting it from Cobb. And whether you can get and keep a windows 7 machine running.

I'm in the same boat for windows 7. Looking for a good VM software to run it on, just haven't had the inclination or motivation to get it working right yet. I'd look into MazdaEdit if you want something that's a little more well known on the site, but Versatuner looks pretty promising as well. They have a company presence on the board, and still occasionally answer questions about it.
