Fan Hysteresis

Fan Hysteresis
Is there any conclusion on the scaling that is built into the fan Hysteresis?
I adjusted the on temps for the fans and they turn on properly to my fan on temps, but they only run a short period of time despite increasing my fan hysteresis to 10. I then did a search and found that there must be a scaling factor for the fan hysteresis and it makes since because the factory setting was 37 with an on temp of 207. Obviously, that is not a 37 deg F drop because the factory fans would run all the time when the car is stopped. I saw a suggestion that it might be a hysteresis scaling value x 0.1.
Has anyone confirmed a scaling of 0.1 or some other scaling factor?
