Question OBD-II Relative Throttle Position question

Forgive me if this is a stupid question or answered elsewhere (I searched and didn't find anything), but is it normal to have a relative throttle position of 67% (as reported by AccessPort) when the pedal is on the floor? Shouldn't the relative position be 100% with full pedal engagement? If not, a follow up question because clearly I'm not understanding something else: what is this measurement relative to?
