front air dam functional?

I don't know that it would give much downforce. What it could do is keep some air from getting under the car and creating lift under the rear end. The ruff surfaces under the car create turbulence and the air builds up to create a high pressure area. Too much of a front airdam will increase aero drag due to the larger frontal area.
The infamous RX7 @ Bonneville that spins and flips onto it's roof, is an example of this.

yes it has functionality. which is why every car manufacturer, from toyota (look at the matrix) to GM (look at the grand prix) has a front spoiler thats not painted so it can be easily replaced when it does catch a small bird.

Aerodynamic downforce does not become a significant force under 120 mph. It's just math. the coefficient of drag is a bigger influence on anything under that speed. The less drag the better gas mileage. More downforce equals more drag equals less gas mileage. Simple physics.
