DO NOT return it to him, he will just scam someone else with it and sooner or later he'll get away with it. Do not give him this ability, get your money back and destroy it.
Also, send a letter to the home owner and send it to the kids address (which you should have from paypal)
this way the kids parents get a nice letter explaining wtf happened and if the parents aren't complete morons, they'll start beating the kid.

Definitely don't return it to him. You'll be mailing your evidence back. Who knows if the CC is going to want to see more pics of it, etc. And as other posters said, he'll do this to another person.

Guys this is getting way out of hand
My bank did get me the money back from paypal - but not from the guy I bought the bumper from. So now I'm in default with paypal for the cost of the bumper (750)
The bank basically said the only way I can go about this is to file suit on the guy which would kinda be pointless because it would cost a lot more to do that then what I paid for the bumper.
My bank can't do anything and paypal can't do anything because it wasn't a ebay purchase.
So now what?????????? I pissed and just about out of options. This guy won't accept the bumper back and now it looks like I'm stuck with it.
Are there any other ways to go about this other then going after him legally?

listen to Chrism, call your local PD and his local PD. That won't cost you anything to file a report, if that bumper crossed state lines to get to you he's going to be PROPER FUCKED.
was the payment done via a bank transfer thru papal? (no credit card involved?)

Not sure if you have too many options with PayPal... their policy regarding buyer's protection sucks, especially if the payment was not for an eBay auction. It says:
"If you are unable to resolve the problem, you may escalate an Item Not Received (INR) Dispute to a Claim – but you may not escalate a Significantly Not as Described Dispute to a Claim."
Since yours is a "significantly not as described" case, they don't offer you any help in this case, unless the seller still has the funds in his account which he probably moved already.
You could try to stick to your guns and request PayPal to collect from the other guy, but their policy is not in your favor it seems...
I'd try to file a small claims court case against the guy. That should not be expensive (since you represent yourself), and you have all the evidence to win the case, but in all honesty, I'm not sure how that works since I've never done it yet.
If anything then it is extremely annoying and time consuming to deal with this, but scumbags should not get away with such things.

I just noticed you posted that the scammer is in Canada... well, then the small claims court idea may not work.
May be worth a try to investigate though what the recourse could be.

There may be alot of 8's in Canada but not a whole lot of enthusiasts. Let us know the region this tool is from, and we can bitch list him from there, even on local performance forums, meets and stuff. Not many people up here put up with people like that. If he's from SE Ontario I will do my best.
