Question A/C Blower motor out?

Hey guys, I have a question. Recently my a/c stopped blowing air. When I turn the **** on I can hear the fans kick on and I know its making cold air. But inside the car no air comes out. Unless I put it on the outside setting and Im going faster than 50mph then I can feel the cold air coming through the vents.

My mom had a honda accord and she had a similar problem it turned out to be a relay under the dash that went bad. Has anyone had this problem, and if so tell me what you did to fix it.

Any input is greatly appreciated.

Checked the Cabin filters? My a/c was working poorly (no air from vents) till I replaced the cabin filters.

Hope this helps, its from my 2004 Mazda Wiring Diagram Book I have.
