UPDATE: Navteq told me the discs are out and being sold through dealers.. I am trying to confirm with Mazda NA and my local dealer..will post my findings...

Here is the latest and the greatest that I have heard. Just got off of the phone with Stacie at Mazda North America (ext 118) and she says that they are beginning the distribution of teh Operational Software Updrades, (not the maps). If you look at the following email, NAVTEQ is now saying that the release for the map upgrades will not be until mid-to-late-Sept. We'll see!!

I just bought an 8 this past Tuesday, and spoke with Navtech today. They asked for my VIN and when I gave it to them they said that Mazda should be getting the release late September, and that they should be sending the disc to me. No mention on any cost to me whatsoever, just that Mazda would be sending me the update.
