Most people use VIA's Mini-itx motherboards because of its super small form factor. Nano-itx is another option if space is a concern. These are not high-performance boards, but they will run pretty much anything other than graphic intense games. Check out my website for detail photos of my install.

Cheapest way to go (and probably the least hassle) is a laptop. Everything is in place - storage, memory, video driver, power supply, etc.
Decent laptops can be had on E-Bay for under $300. Even less if you get one with a broken flat panel (which you will be discarding, anyway).
I used an old Dell Inspiron 7000 I had laying around and gutted it. The entire assembly is so compact it fit under the rear cupholders in the console.

You might want to look at a TabletPC as they are self-contained, can be gotten with as small as an 8" screen, and can have Pen input so no keyboard required. Voice recognition is supposed to be pretty good as well.
