I suppose I purported that it was "finished". OK. If you look close enough you might be able to see a circle or two where they will be. I just went and got the 18mm threaded "bungs" this morning. Being welded up now.

Speaking of emmisions...

The stainless steel high-flow cat with stainless steel catalyst is "50 State Legal" CARB and EPA approved ;)
