That won't make as much of a difference because the air he drives in is so thin. He needs more air, and the only way (without major changes to the engine or revving the **** out of it) to get more air is a turbo, supercharger, or nitrous.
A turbo makes more sense for those who are in elevation because the turbo will always produce the same amount of airflow, regardless of how thin the air is.
For example, let's say that at sea level the turbo has to spin to 140,000rpm to make the required 12psi of boost. Well, when you get to 3200 feet of elevation, the air is much thinner, so for the turbo to flow the same amount of air, it must to spin to say, 165,000rpm.
The point is the turbo will always meet its flow requirements, whereas a Supercharger has a fixed source of boost (engine rpm). If the supercharger has to spin at 5x crankshaft speed to make it's required 8psi of boost, at elevation it will still spin to the same speed because it's speed is fixed. Therefore it won't make the 8psi of boost because there isn't as much air in the atmosphere.
