Impacts of tuning the RX-8 on emissions (Canadian laws)

Greetings all. This is my first post.
I am considering buying a used RX-8 GT 6 speed manual from 2004. I test drove an RX-8 today and I was very impressed by everything except two things. Power and torque. For all the amazing handling, the sport car looks and accessories...it doesnt quite have the power and acceleration of a sports car.
So I was thinking one of the things that will remove my doubts about getting an RX-8 completely would be the possibility of buying one of the bolt-on Turbo kits. So far, from the reading I've done it seems the Greddy is the most popular, cheapest and simplest, while two high performance newcomers are the PTP Motorsports and the Speed Force Racing one. Honestly I'm not looking for anything more than 300 HP, I'd rather have a little more reliability than the extra 50 or 100 HP.
My biggest questions:
1. Do these turbo kits go against Canadian emission laws? I saw a note on the SFR website that it is for "off-road use only" . WHat the heck does that mean exactly?
2. I'm no expert of tuning cars (this would be the first time I would do such a thing) and I'd rather have a dealer or expert mechanic install the kits. Is this something any mechanic in Alberta (where I live) could do? Would a Mazda dealer do it? Do you just buy the kit take it to a shop and just hope the guys know what they are doing? I realize it would imply some extra 1000 bucks of labor most likely to install it.
3. What's your most recommended turbo for the RX-8 that will give at least 300 whp?

If you want to get a rotary powered sports car you'll have to learn to appreciate the strengths it has. High RPM power, handling, braking, balance.
Without any knowledge of what you're getting in to you should not attempt any modification such as a turbo.
Mazda will not approve nor will it perform the modifications. You will need a very good tuning shop, a good dyno shop and lots of help. And Greddy kits require modification to be reliable (search for it).
The car will not likely meet emissions laws with a turbo so you'll have to find an agreeable shop to approve your car in exchange for some consideration $$.
If you still really want this car
Get to know it, learn to drive it
Read a lot about mods, particularly turbos and tuning.
I hope you go into this with your eyes wide open

as long as your cat is "efficient" enough
and your afrs are okay theres no reason why it wont pass
in ontario (where i am from) put put on the oem cat and have a relaxed tune flashed it will pass
then pull off the cat put the stright pipe and put the max boost tune and away you go.
put on repeat and continue enjoying your rx8
