that sounds good to me. I think of it as just the lower the first number is, say 8:1, theres more fuel in the ratio than runing lean like a 16:1. Basically, the more air the leaner, and the less air means more fuel, so richer. Also, I'm wondering if since it could be running so rich is why it bogs down if i give more than a 1/4 throttle. Could this be b/c it's running rich and drowning out the spark plugs when more fuel is required if i give more than 1/4 throttle? At half throttle it acts like it wants to go and lurhces and hits a flat spot, then sputters off backfires like a burst fire sub machine gun! anyway, jw if my thoughts on the spark plugs make any sense.

building off of what moostafa said...
air unit : fuel unit.
Stoichiometric AFR is 14.7 air units : 1 fuel unit
so, if you have less air units in the mix, the gasoline ratio is higher.
<14.7:1 = rich
>14.7:1 = lean
