i read a lot of rumors of new rx7 or rx8 which will offer more power with a brand new engine.

the way to get there is to turbo it or put 3 rotors in the engine to increase displacement of the engine.

does 3 rotors mean more fuel consumption?

do a search, and learn why it'll never happen. but yes, it would mean more fuel consumption.
