Is 9.2 L/100 km hwy realistic?

After reading the various fuel consumption threads I have to ask myself "is the posted 9.2 L /100 km highway driving really a realistic target for the average driver"? I have seen a single post to date that has even come close (not saying it's the only one). When I purchased my Integra in 99, the fuel consumption did improve but not drastically (8L to 6.8L/ 100 km). Many are reporting 13 L/100 km or higher with a few getting around 11 L. So I have difficulty believing that the average driver will get anywhere close to the posted numbers.

Did the RX-7's fuel consumption improve significantly after 8,000 KM (5,000 miles)?

BTW I'm referring to the Transport Canada fuel rating, I believe that the US numbers are in the neighbourhood of 24-27 mpg (can't verify since mazdausa site is down at the moment).
(edit- it's actually 18/24 mpg for US)

I'm not trying to stir the pot, just want to know what I can realisticly expect.

Maybe if you get out of the car and push it :D ... so far I'm averaging 17+L/100km I did manage to get 11.57L/100 on the hway, always on the cruise at 119km/h, no wind, 75F!

No way, I don't think so!

MAYBE, and this is a huge MAYBE the car will get better mileage later on in it's life and will get those numbers.

Oh maybe if you drive 90km/h on the highway, that might work.

Although, yes the numbers usually do get better after awhile, I didn't really notice my tib getting better till like 30,000K though.

I blew away the posted numbers in my tiburon, and I can't come close to the RX8's numbers. If MPG in the states is suppose to be 24-27 that's IMPOSSIBLE as well. Come on nobody can seem to get more than 20mpg.
