Build Date vs Mileage vs Wheel HP

Build Date vs Mileage vs Wheel HP
There are theories about remapped ECU's and mileage(# miles driven, not mpg) affecting hp, but I did see a few dynos that looked right where they're supposed to be, not low. Why not make a list of build date vs mileage vs wheel horsepower to try to proove or disproove these theories?

PS. I am new here. My car info is below and the custom turbo is shown on my webpage. I'll graduate with a degree in mechanical engineering and a minor in math this fall. Once I have a job offer, I'll be buying a car. If my insurance is reasonable, it'll be an RX-8.

OK. I was in the first delivery increment (received car via Port Hueneme.) Got in the 15's until 2000 miles, slowly crept up to mid 18s until 3000 miles, now down to 16.7 mpg the last two tankfuls.
Besides tracking hp, mpg and build date also state your port of entry (e.g., Port Hueneme, Tacoma, etc.) I have this nagging suspicion different ports may have received different ECU reprogramming.
I don't know my hp as I've never dyno'd.
