car idles weird in 1st gear??

CA car idles weird in 1st gear??
when i go to stop at a stop sign or light and clutch is disengaged (clutch pedal is being pushed) and shifter is in 1st gear place, car will rev up maybe500 rpm then go back down, then up and so forth.. what could this be?
