Up here, we use 60/40 or even 70/30 strength, but that is for freeze protection, and would be lousy for a hot climate.
In theory, the more water/less glycol you run, the better it cools, but in pratice your engine would soon be a rusty corroded shell on just water. That's why it's called 'coolant' not 'antifreeze'.
Good coolant has lube for the waterpump, amines for pH buffering, and silicates or similar for aluminum protection. The layout of the wankel is a recipe for a fine electric cell, given the right electrolyte - (aluminum) water pump on front (steel) plate, front (aluminum) housing, midplate (steel) etc., you get my drift.
More than 50% water is asking for trouble if you don't change the whole volume out every couple of months......

50/50 pre-mixed GMC Dexron myself and no longer a bed wetter, I mean no longer use water wetter.
edit: hhhmmm... I just remembered that I now [thanks to BHR] have GMC Yukon coils as well. I'll turn my '8 into a truck yet!!!
