Front Plastic lip sagging help!

Front Plastic lip sagging help!
Hey guys,
So today I put in new fender lines and new hardware for the whole front of the car. As I was going across, I got a closer look at the rotary accent section in the front. I've always thought that that plastic lip sags down from the factory. But after closer examination it seems that the black plastic lip is supposed to be held on by something. No I'm not talking about the undertray, but the part that the undertray attaches to.
Can anybody tell me what is supposed to connect the two pieces?
I've searched but couldnt seem to find anyone that addressed this issue.

First pic is just the plastic lip sagging on it's own.
The second pic is me supporting it and making it flush with the bumper.
Sorry for the bad camera angles in the last 3 pictures. The space is really tight.

Man I can tell you exactly what it is. A gator (piece of truck tire rubber) reached up and bit my 8 the other morning on the way to work. It took out the under tray and the front spoiler. Just yesterday I took the bumper off and thankfully the spoiler was okay. On the back of the bumper just below the grill section there are 4 of the plastic pop rivet things. All 4 of mine were gone and it was letting the spoiler sag. So take off the bumper ( I found a YouTube video as well as went to AEM's website and looked at the installation instructions for the CAI.) I had my bumper off in a matter of minutes. It took longer for me to go to the dealer and get the right plastic pieces than it did to fix the problem. PM me if you need any help.

it's all good now....I got it fixed. funny you say about zip ties.....my wjole belly tray w as held on by zip ties when i got the car. it worked so I didnt change it until this happened. i ordered an aluminium under tray and bolted everything back right when ibput it all back together.
