Why not? It failed, and he cut it to make an emergency repair to get the car going.
I once owned a 1980 VW Rabbit that had a problem with the fuel pump wiring. The connector at the fuse panel was too small to handle the current. After cleaning it a few times (including once in the rain in the middle of Ohio) I shoved a piece of brass tubing through the fuse panel and soldered the connections on each side.
VW eventually had a TSB and recall on the problem. They replaced the fuse panel, no charge. It was fun seeing the look on the tech's face.
