$25,000 ain't hard to spend; especially if you end up replacing a motor or two; or you don't do your own work.
There is almost nothing untouched on my car; and I have paid a lot extra to keep it stealth...but even so; my 25K doesn't include any real visual mods either - they came with the car.

Heck yeah it is - if you blow one while playing with your car.
If not - then labor charges are not part of the "mod" budget...or dyno time; etc etc.
Really any money you spend to make your car into something that is above and beyond OEM should be considered a mod.
