I'm not sure a new motor is considered a mod. In fact, I wouldn't even count brake pads and tires as they're consumables.

Heck yeah it is - if you blow one while playing with your car.

If not - then labor charges are not part of the "mod" budget...or dyno time; etc etc.

Really any money you spend to make your car into something that is above and beyond OEM should be considered a mod.
