Japan? haha no....i don't know if there's a solid place to get instruction really. I'm sure there's plenty of self learning tools.
Your best bet is to find a blow engine for a couple hundred dollars and rip it apart....I want to do this one day myself!

^ Where do I sign up? Would this include the tuning seminar? I missed the chance to get in on the last seminar do to a hectic schedule but this sounds very interesting. My vacation renews in March

It is rather ironic for this question to come up right now as I was just talking to my new business partner about an all-inclusive "Rotary School", much like the "EFI 101" class, where people fly out to AZ and we do a 3-4 day class on proper rotary building, and so forth.
I suppose this thread could be used to gauge interest, if the OP would allow me yet another "thread-jack"......

At this point the educational module I have prepared mandates the students come to AZ and it, like everything else BHR does, will definitely be worth the money.
Imagine a class of 4-5 people learn to disassemble, measure/diagnose, and reassemble a Renesis engine. Then, we install it in an R100 racecar and hit Firebird Raceway so the class can revel in the timeslips generated by the engine they just built and each student gets to ride as a passenger for a few passes.
Why should Bob Bondurant, Roy Hill, and Richard Petty have all the fun?
How cool would that be?
