Pretty much... and that we try to tell people not to even waste their money on it.
I have the AP pulley... biggest waste of money I spent on this car.

I just picked one of these up for cheap ($50) so i'm hoping it's not that big of a waste of money but i dont have high expectations. I may end up uninstalling it when i get the Mazmart waterpump since it wont need to be underdriven.
If it revs a little freer and reduces water cavitation at high rpms for my track days from now until mazmart pump i'll be happy.

If the company posted a 1HP gain with their product, would you spend over $100 for it?
Of course not... they posts stuff like that so you blindly spend money on their product.
Different yes... better no.
My A/C isn't as cold because the pulley used to drive it is now under-driven.

i installed a full set of lightweight pulleys, dealt with the hassle of finding smaller belts.... And no matter how much i tried i couldnt feel a bit of difference in anything. Free reving in neutral it might rev up a tad faster but thats it. Waste of money i shouldve bought a bottle of JW Blue instead
