screws came out of engine bottom cover

A few years ago, when the car was new, i lightly bumped into a bumper in a parking space with the front air dam. The lower cover immediately began to shed screws. At first, I replaced tham and the little clips that they go into. Then I started to use zip ties. Now, they are all gone, and the cover is only held on at the front bumper, and the whole thing is a mess. Is there a better fix for this?

Looks like the thing. I think that I can save this one, but the hardware is gone, I picked up new stuff for about 50 cents per clip/screw at ACE. I just hate to replace it every time that I slightly tap something.
