ah so.
well step one, don't reuse the outers.
the outer rings do expand when you put petroleum jelly on them, so they do get longer, which is fine if you start with new, and assemble the engine.
if you do reuse, which is an option IF its a low mile/hour engine, ie race car. you can cut the seal, and use a dab of silicon to seal the junction. you do need to put the junction of the seal on the top somewhere where you can see it. if it starts leaking you want to be able to see it.
and just buy new seals, i haven't checked prices yet, but customarily its less expensive to buy the O ring set, which has ALL the coolant seals in it, than it is to buy all the water seals separate
