FUEL PUMP Issue

FUEL PUMP Issue
Tried to start my car today, and figured out that the Fuel Pump was not turning on. I checked the Fuel Pump CB the 20AMP one and discovered that it was good to go. I replaced the fuel pump and when to start it and the pump will not turn on. Currently I have both pumps uninstalled and I am trying to backstep to see if I missed anything. If anybody has any ideas I would greatly appreciate them.
Additionally I had a few questions.
1. If you take the pump out of the box and plug it up to the connector should it work?
2. I also accidentally broke two small wires in the tank a red one and a black one. I was going to re attach using heat shrink does anyone see any issues with that?
Thanks again

Pump comes on when you turn on the key...and then will shut off unless you start the car...
There is a jumper in the fuse box that you can jump it on..then it will stay on to test the wiring
The 2 little wires that you broke are the fuel level sensor wires.....you could use small crimps and heat shrink and it will work....solder would be a bit risky unless you use an electric iron

Thanks for the help guys so I checked the Fuel pump relay, and fuel pump CB. Both check out as good to go. I still have to repair the two broken wires. I hooked up the new pump to the cable to see if it would turn on and nothing happened. If the engine is flooded does the fuel pump have some sort of logic to shut it off? Does anyone have any Ideas?

HEy Thanks had the car running for a second, and shut down normally. However, the TACH is pegged at 3000, the ANTI-THeft light is on and the car will not even turn over. I repaired the 2 broken wires in the fuel tank using crimps and talked to a mech that said is should not cause any problems. The battery is pretty weak as well. Could the battery be the source of this problem?
