HID -> halogen?!?!?!?!?!
If I found problem with the ballast and I don't have that much to spend recently, can I downgrade to halogen for a while?!?!?!?
What are the procedures?!?!?!
Unplug the ballast and connect that to a halogen bulb?!

Why did you start another thread? It would be better if you kept the same problem in one thread.
But I dont think you can "downgrade" to halogen. Your HID is now working due to a wiring problem. You could swap, but the headlight would still not work.
And it would not be a straight swap. If 25 kV ran through a halogen headlight there would be big problems.

One thing to keep in mind is that due to the efficiency of HID, the typical automotive HID only draws 35 watts or so. Halogen mains are usually 55 watts. So it is possible that the circuit and wiring may not be designed to handle the additional power needed for halogens. Or, it's equally plausible that the same basic wiring harness was used in both situations. But you'd need to verify.
Retrofitting with halogens would seem to be a fairly big project on its own. You can't just fit a halogen bulb into the HID housing. The optics and means of focusing are different. You'd need to replace the housings, etc., with the halogen-specific parts.

Do It Yourself....or pay someone who can.
Don't mess with it, you can seriously kill yourself, and besides, if you cut wires to rig a halogen bulb in there, the eventual fix will be even more costly.
If you can't afford to fix a vital part like a headlight, you should be driving a "beater".
