High pitch whine/grind no start

I have not moved my car in three days and went out to move it today and it will not start I popped the hood and threw on a jumper but that is not the issue there is a high pitch whine with a little grind coming from the box mounted next to the right front strut tower does anyone know what this is?

Sounds like the air pump... they are known to produce a high pitch whine.
