Low Power And Hesitation @ 8600 RPM In 3rd Gear

My car is down on power and in 3rd gear (I don't feel it in 1st or 2nd) when I hit somewhere between 8500-8900 RPMs the car feels like it is limited or fuel starved for a quick second.

History, this started happening about two years ago. In the last two years I have got a new cat, a new/remanned engine with good compression (low 900s), new plugs, coils and wires. The car was doing this before and after the engine replacement.

I used to hit 127 MPH down the front straight at my local track, and now 121 MPH is about all I can get.

Any thoughts?

How many miles on the plugs and coils?
How many track days on those plugs?

Fuel pump.

About 4k miles and 2-3 track days on the CWPs. I had installed them new the week before the track day. And it has to be something outside the engine because same problem before and after the engine swap.

I've been thinking fuel pump too. It does it every time no matter how full or empty the tank.
