no start/no fuel

hi, i have an 04. that cranks but wont start, during inspection i found out that i am getting spark to the plugs, i noticed that there was no fuel smell and the plugs were not wet at all. i proceeded to check the fuel pump for operatin, when turing the key to the on position there is no noise from the pump. to verify that the pump is working i applied battery voltage to it and it did turn on. i then cranked the engine and it sounded like i was geting the proper compression sound it usualy makes rather then a continous spining noise. it sounded like it was going to start with the pump now running but i think due to a weak battery it failed. when i checked for power at the pump connector it read 0v and then about .5v with the key on. i checked fuses and relays and they all seemed to be ok. also while repeated attemps to start engine i noticed that the stabilty control light and the check engine were flashing with the key in the on postion. im not 100% sure there is no damage to fuel circuit but i feel that it has been tested thoroughly. im wondering if there is some type of failure mode that its in thats not making the fuel pump turn on. i dont have any equipment to check codes. also i did clean the throttle body recently with carb cleaner. if there was damage to the drive by wire system would that cause the pcm not to turn the pump on? any advice would be greatly appreciated thank you

Check the E-shaft sensor. If it doesn't know what position the e-shaft is in, it won't inject fuel or produce a spark. It's just a magnet, but if it's too far from the pulley wheel or has metal bits stuck to it, it could easily be your issue.
