Passing inspection problems, help!

Passing inspection problems, help!
Today, I tried to go through inspection with my Rx8.
It has an RP supercat, which in an unfortunate series of events suffered catastrophic failure where the all honeycomb in the cat completely detached itself from the inner walls of the pipe, shot down the midpipe, shattering my O2 sensor in the process, and got lodged lower down in my exhaust system.
I quickly managed to yank out the lodged honeycomb before it did any severe damage via restriction, but there was no way to save the o2 sensor. (obviously).
I also have a Cobb AP with MM's tune 4. To my understanding, this should have masked my CEL, therefore allowing me to pass the inspection test.
However,
When they plugged in their diagnostic tools, they registered a 'not ready' for the catalyst and O2 sensor portion of the test.
Therefore, I failed the inspection.
Do I have to buy a new O2 sensor, in order for me to pass inspection, even with the Cobb AP, or am I doing something wrong here?

The O2 monitor won't be set because the test parameters aren't met.....just because you mask the CEL doesn't mean everything is happy
It can sometimes take 5-6 drive cycles or more to set that flag anyway. Often you can pass without it setting the flag if it is the only one ( with no CEL )....we can where I live...but some places are more ****. Here they just make you do the dyno test if the readyness flag for O2 isn't set. That you won't pass either without a CAT
The only easy way to pass is to put in the stock CAT and drive it through the drive cycle in the shop manual...or drive it for a couple days on the street and light hwy driving and you should be good
