Power window issue

I have always had issues with my windows not functioning correctly from time to time, but it would always correct itself with a couple ignition cycles. Now I have a passenger window that has not corrected itself, it will not go down. I have searched this site for a solid answer and have come up without one. I have checked the driver door deactivation switch to the passenger door. Both the driver and passenger window switches are sending 12.5 volts to the window motor. I have removed the door panel and checked with a meter. A solid 12.5 volts is getting to the regulator motor, but will not move the window.

I am looking for advice before I start hanging parts on my 8. I believe my regulator is bad, but I am not completely sure. I am an original owner of an 05 and this is not my first rodeo with the electrical gremlins in the 8 as I stated above. I have already done the extra, extra and extra grounds under the hood, but that was years ago. I appreciate the guidance and thank you in advance.

I ordered a motor for the window regulator and when it arrived I removed the panels and the motor from the door. I decided to plug the old motor into the wire after removing it. It ran fine, turns out the window was gummed up and stuck. Cleaned everything up and put the old motor back in and everything is fine.
