Spark Plug not getting fuel

Spark Plug not getting fuel
Hey, so I have another rotary that turned off one day and will not start back up. I pulled all my plugs and one of them had the black goop on it, so I replaced it. I cleaned the rest off with starter fluid, deflooded the engine, put new coils on, upgraded to an optima redtop, put everything back together and when I turn it over, it runs for about 1-2 seconds and dies. If I try to start it after it dies, it hits but will not completely fire up. So, I take my spark plugs back out and 3 of them have fuel on them, and the 1 I replaced has just oil, or I think it's oil. Is this another symptom of bad apex seal? Do I have a fuel injector out? Is my fuel pump failing? I've tried pop starting it but at 18mph it turns over a couple times but doesn't seem to get enough fuel to keep it running.
Spark plug location is the top left, trailing, not sure if that helps.

So I cleaned the CAS and I guess that was the problem. I cleaned all the spark plugs with starter fluid, put them back in, this time I tried to make sure the engine wouldn't die and she was smoking like a freight train. The sensor had black junk all over the tip so I cleaned it off and now she runs. Thanks for the help guys.
