This thing broke, what is it? (Please)

Any help is much appreciated. I'll let the pictures tell the story...

The Part

It was located in the metal retaining clips seen here on the lower back side of my air filter box. (Sorry for crappy pic quality...)

This actually broke about 5 months ago but a week or so after it broke my steering locked up and I had to park the car until just last week when I finally had the extra money to get the steering fixed. So, if anyone knows what this thing is I have a few specific questions...

What is it?

What does it do?

Will I need it to pass emissions?
