What is this stuff?

I've been trying to get this black mold or something off of these stickers or decals.. Anyone know of a way to clean this? Or is it possible to remove these decals? Sorry the pic was from my cell phone.

not sure how to get that off but you don't want to remove those as they serve to protect that area of the rear fender from rock chips, etc.

It looks like there is a white buildup around the edge from wax also. The sides may have just come up and there is dirt trapped underneath.

Is their paint beneath? If so maybe I can replace it with that 3M film..

Yes it is a clear film. 3M Chipguard film works fine a s a replacement.
