In order for a brake pad to properly work it must lay down a layer of transfer film on the rotor. If an existing layer of film (from a different type of pad) is present on the rotor when a new differing brake pad is used, there can be pad transfer film incompatability.
This sometimes shows itself as a vibration in the brake pedal when jumping on the stoppers. You would see this as a bunch of chatty looking splotches (I know, that sounds weird) on your brake rotor. What you want to see is a nice, even layer of transfer film on your rotor.
Removing this OLD transfer film with a 3m scotchbrite pad or better yet a 3m roloc disc or rubber disc with little tentacles on them (forget what they are called) with a drill is the ticket.
Again, you do not need to do this when replacing a ABC pad with another ABC pad.
Most people performing this exercise will freak a bit when they pull their rotors for the first time and see all the little cracks THAT ARE NORMAL.
