Staggered wheels or not???
#26
You'll definitely feel a difference in acceleration and braking. I went with wheels just 2 lbs. lighter than stock and I can feel a little difference.
I don't know if anyone here on the forum has those wheels. Any other wheels you considering?

Take it for what its worth as I am driving a different car with more torque than you have, The 18 inch Ruff wheels I have are 26 lbs rear and 25 lbs front which almost matched the weight of my oem wheels give or take .5 lbs. On the other hand the wheels are an inch wider in the rear and .5 wider in front. The tires are now beefier and yes heavier and I can still feel the difference in acceleration under2.5k rpm. I don't worry about it because car still accelerates very well and handling is greatly increased. In your case you are dealing with getting a wheel that is even heavier than my wheels, tires that are going to be much heavier than the stock tires you had on your car that is low rpm suspect anyway. In the corners your car is gonna stick like glue, but you are going to feel like the power to pull out of that corner is all but sapped away. Just my .02 cents but those that have warned you about weight of wheels are right on cue. Even if you did only get car for style, I think your driving fun will decrease to the point that the style will not be as gratifying.

www.wheelweights.net to check your choices for weight.
No to staggered for handling balance with the 8. No to 19"; just increases the rotational inertia of your 4 wheels. All of this assumes you're after a performance u/g.

Yes to staggering if you have adjustable suspension. There is no reason to go much wider on the front but plenty of reasons to go wider on the rear. 19"s are fine as long as you spend the necessary $$ to go light.
If your suspension is stiff enough you loose the wheel hop in the rear and can use the extra width to prevent tire slip on launch or tire slip on acceleration in a turn. The front only needs a better compound than the stock rubber, going to much wider there is just going to reduce steering response. If you have an adjustable suspension and any sort of throttle control it's quite easy to maintain the slight overstear characterstics of the car and it's quite easy to still put the car into a controlled 4 wheel slide on a turn.
Anyone that says all stagered setups are bad doesn't know squat about tuning. You simply can't make that sort of broad statement with any accuracy.

That's a pretty decent budget. I would check out the classified sections of various websties and look for a set of good used lightweight 19". I know there was a guy selling some Volks with new tires for around $2K recently on the ClubLexus website. Also check out the RX-7 website too. I'll post some links if I happen to stubble across some good finds in your price range.
