I just ended up buying a kit. I already had one ballast, but to buy one more ballast and two H11 bulbs would have cost around $200. I found a complete kit online for $219, so I ended up buying that. I figure I can sell the ballast on ebay for a lot more than $19, so in the end this will be the cheaper route.

All your info is correct. It's funny because my headlights appear brighter to other drivers, however, they actually produce less light than the stock HID bulbs. The addition of the HID fog lights will more than compensate for the loss of lumes due to high bulb temperature. In the end I will probably have twice the light of the stock system.
